Global Leaders Position Brazil as a Hub of Stability, Attractiveness, and Energy Efficiency Amid Geopolitical Uncertainty

The first day of ROG.e 2026 brought together key decision-makers from the global oil and gas industry to discuss security of supply, geopolitical risk management, and Brazil’s strategic role in the new era of upstream operations. During high-level panels held on Monday morning, October 21, executives from TotalEnergies, bp, Petrobras, Brava, PRIO, Karoon, and Trident Energy agreed that Brazil combines cutting-edge geology, legal certainty, and high operational efficiency at a time of volatility in the international arena.

Integration and Stability in Response to Geopolitical Risks

During the Strategic Talks panel, TotalEnergies Global CEO Patrick Pouyanné emphasized that the current energy landscape requires integration and diversification throughout the value chain in response to conflicts in the Middle East and Europe. Pouyanné stressed that the company’s investments in Brazil are guided by two central principles: returns and institutional stability.

“Our advantage lies in having an integrated and diversified value chain. This is a key factor and our response to geopolitical risk. We chose to invest in Brazil because of the combination of returns and stability compared with other opportunities around the world,” said Patrick Pouyanné, Global CEO of TotalEnergies. He cited the efficiency of the Mero field in Brazil’s pre-salt, which produces 180,000 barrels per day with only four wells in operation.

Legal Certainty and Additional Energy Supply

During the Leadership Luncheon, bp Executive Vice President of Upstream Gordon Birrell emphasized that the world is experiencing a period of energy addition—not simply substitution—to meet growing demand, including demand driven by new sectors such as data centers.

Birrell noted that few countries have competitive advantages as significant as Brazil’s, citing its geological potential—including the Bumerangue field, discovered by bp in the Santos Basin pre-salt—the country’s technological scale, and its well-established supply chain.

“Investors are looking for legal certainty in contracts and licensing processes. We can address technical challenges over the long term, but we need regulatory certainty and stability to ensure that capital has long-term security,” said Gordon Birrell, Executive Vice President of Upstream at bp.

Mature Fields: Significant Reduction in Decline Rates

In the context of national production, a panel focused on junior oil companies presented consolidated data on the revitalization of existing assets. Carlos Travassos, Offshore Operations Director at Brava Energia, revealed that the production decline rate in Brazil’s mature fields fell from 19% between 2020 and 2022 to just 7% between 2022 and 2024.

“The turnaround was driven by the entry of independent operators through divestment programs and incentives for incremental production. This activity generated more than R$ 6.5 billion in royalties in 2023, while maintaining stable production above 60,000 barrels per day,” highlighted Carlos Travassos, Offshore Operations Director at Brava Energia.

During the discussion on the independent sector, executives from PRIO—Jean Carlos Calvi, Operations Director—Trident Energy—Sergio Siqueira, Finance Manager—and Karoon Energy—Marco Brummelhuis, Executive Vice President and Country Manager—pointed out that measures such as the regulation of tiebacks, the sharing of offshore infrastructure, targeted auctions for surrounding areas, and differentiated royalty rates based on the type of recovery are crucial to extending the life of wells and increasing the attractiveness of new investments in Brazil.

The discussion was moderated by Maria Assunção Fontenele Soares Doria, Executive Manager of Reservoirs at Petrobras.
