The ANP published yesterday (May 26), in the Official Gazette of the Union and on its website, the sequence of bids and the result tabulation for the public session of the 5th Cycle of the Permanent Concession Offer (OPC), scheduled for June 17.

The session will begin with the auction of onshore exploration blocks located in two sectors of the Parecis Basin. Following that, offshore exploration blocks will be auctioned in 14 sectors that received expressions of interest in the Foz do Amazonas, Potiguar, Santos, and Pelotas Basins.

In total, 12 companies submitted expressions of interest and bid guarantees for the 16 sectors that will be on offer during the public session of the 5th OPC Cycle.

What is the Permanent Offer?

The Permanent Offer is the main bidding model for oil and gas exploration and production in Brazil. Unlike traditional bid rounds, this model allows for the continuous offering of exploration blocks and areas with marginal accumulations, located in both onshore and offshore basins.

This format gives companies the flexibility to analyze technical data and submit bids at the time they deem most appropriate, without being constrained by rigid deadlines or specific auction cycles. This flexibility has made the Permanent Offer an essential tool to enhance competitiveness and attract investment in Brazil’s oil and gas sector.

Currently, there are two types of Permanent Offer:

  • Permanent Concession Offer (OPC)

  • Permanent Production Sharing Offer (OPP)
    These vary according to the contractual regime (concession or production sharing).
