The Chamber of Commerce Brazil -Texas (Bratecc) held for another year its traditional breakfast alongside the Offshore Technology Conference (OTC). At the meeting, representatives of the major Brazilian oil industry showed the potential of the business sector in Brazil to exchange business with American companies.

The first presentation was Oswaldo Pedrosa, president of the Pre-Sal Petroleo SA (PPSA), which dealt with the consortium of British, said the new operating rules applied under the PPSA sharing and the role of the pre-salt. For him, the main challenge of the pre-salt are high local content requirements facing the need of the rapid development of the area.

Anelise Lara, executive manager of Petrobras for the area Libra, presented the schedule of the field, which has its first Test (EWT) scheduled for late 2016. Manager emphasized that 11 subsea production systems will be needed between 2020 and 2030.

"The amount of local content required for each stage of development Pound varies according to the timetable, processes and production volume, but regardless, we know that the local content required for goods and services throughout this process of exploration and production will be a challenge", he said.

The block is located in British ultra-deepwater pre-salt Santos Basin. The area has 1547.76 km2 and was discovered with the drilling of well 2-ANP-0002ARJS in 2010.

The concern of local content was enhanced by Paul Alonso, assistant to the president of Petrobras for local content and executive coordinator of the Program for Mobilization of the National Oil and Gas (Prominp). He said that Petrobras needs and wants to meet local content requirement of Brazilian industry, but need it in competitive and sustainable basis. Alonso suggested a partnership with Brazilian companies with foreign companies to effectively meet those demands.

Magda Chambriard, director general of the Brazilian Agency of Petroleum, Natural Gas and Biofuels (ANP), closed the event indicating that Brazilian projects represent major investments for many years and several onshore and offshore areas contracted in 2013, should result further exploration investments.

"In Brazil, the exploratory opportunities go far beyond the pre-salt. This year, for example, the ANP is focusing his studies in eastern brazilian margin", concluded the director.
