Firjan SENAI, in partnership with Sebrae Rio, held the 30th edition of the Supplier Opportunities Network program (RdO Fornecedores) on the first day of ROG.e 2026, on Monday, September 21. On the occasion, the second edition of the initiative’s handbook was launched. The publication is aimed at micro and small enterprises (MSEs) in the oil, gas, energy and shipbuilding markets and is the first edition developed in partnership with Sebrae.

ROG.e 2026, the leading energy trade show in Latin America, is bringing together more than 400 companies at Riocentro through Thursday, September 24.

Karine Fragoso (pictured), Firjan’s General Manager for Oil, Gas, Energy and Shipbuilding, highlighted the importance of the handbook focused on MSEs. According to her, the publication aims to help suppliers position themselves in the market by providing tips and information, while also serving as a working agenda to support planning for 2027.

“We want to support the journey of companies that are part of Rio de Janeiro’s and Brazil’s productive chain and, in doing so, help them identify opportunities and the major players in these markets. Consequently, we also aim to contribute to the generation of industrial and service contracts in Rio de Janeiro,” Karine emphasized.

Opportunities with Major Players

The event featured a series of presentations by major anchor companies in the market for suppliers. Participants included Petrobras, Transpetro, PRIO, Braskem, Equinor, Seatrium, TBG and Ocyan.

The program also featured Danielle Rodrigues, Coordinator of Energy Projects at Sebrae Rio, who reinforced the important role of MSEs in the market; Talita Müller, Coordinator of Health and Performance Product Design for Business at Firjan SESI, who presented the Health Program for Small Industries; and Gabriel Amorim, Manager of Transfer, Storage and Utilities at Petrobras’ Boaventura Energy Complex, who presented an institutional video about the project, as well as a special presentation on the complex.

Clarissa Furtado, ApexBrasil’s Competitiveness Manager, highlighted the importance of qualification programs and export incentive grants, inviting suppliers from Rio de Janeiro to include internationalization in their business strategies.

“We are also talking about the skills that are needed, such as understanding the market and incorporating exports or internationalization into the company’s strategy. It means thinking about how to bring benefits to the company in terms of innovation and technology,” she said.

Ricardo Der Haroutiounian, CEO of Usemol, presented the structure of the Opportunities Network Portal, developed in partnership with Firjan SENAI. He emphasized the technology ecosystem that integrates supplier qualification, sourcing and contract management, with continuous service-level agreement (SLA) assessments, without the need for spreadsheets.

Procurement Criteria and Processes

The following panel brought together anchor companies to present their contracting procedures to suppliers. The speakers detailed their selection criteria, registration requirements and the operational specificities of each company.

PRIO, represented by Lucas Prudencio, Supply Coordinator, and Pedro Henrique de Souza, Supply Analyst, detailed its strategy focused on revitalizing mature fields and extending their useful life through a fully vertically integrated model. They noted that the company’s greatest supply-chain challenge is finding specialized suppliers for metal fabrication, painting and spare parts for critical and obsolete equipment.

To negotiate with the company, suppliers must register through the Usemol portal. Particular attention is required when selecting among the 575 supply categories and submitting the necessary technical documentation.

Equinor, represented by Cássia Paes, Supply Projects Leader, emphasized its diversified energy portfolio, which includes oil, gas, solar and wind power, with strong alignment to global decarbonization targets in projects such as Bacalhau and Raia.

The executive pointed out that the company requires its partners to comply strictly with human rights, ethics and sustainability standards. Suppliers enter the company’s supply chain directly through Equinor’s global portal.

Petrobras, represented by Wilton Câmara, Sector Manager for Supplier Market Relations, emphasized the company’s strict compliance with Brazil’s State-Owned Companies Law. He noted that safety, compliance and human rights are the three non-negotiable pillars for any company seeking to contract with the state-owned company.

He also highlighted the importance of keeping supplier registration active in the system in order to obtain the Supplier Registration Certificate (CRC). This simplifies qualification stages in public tenders and enables participation in direct contracting procedures based on contract value.

TBG, represented by Gleyce Ramos, Supply Manager, discussed the operation of Latin America’s largest gas pipeline, the GASBOL Pipeline, also known as the Bolivia-Brazil Gas Pipeline.

She explained that TBG’s procurement activities are also governed by the State-Owned Companies Law, combining competitive processes with direct contracting. The executive emphasized the importance of carefully reading tender documents and submitting clear proposals through the company’s own procurement portal.

She also noted that registered suppliers are automatically notified about direct contracting opportunities based on contract value for demands of up to R$ 100,000.

Transpetro, represented by Guilherme Rosa Gomes, Manager of Contracting Strategy and Planning, highlighted the company’s focus on logistics, fuel transportation and ship-to-ship operations. This activity has been strengthened by the incorporation of TPLog and the company’s fleet-renewal program.

The executive noted that the company’s major tenders are concentrated on the Petronect platform. He encouraged suppliers of maintenance goods and services to monitor shipyards and winning projects in order to enter the related supply subchains.

Representing Braskem, Rafael Pinzon, Supply Coordinator, emphasized that the company is seeking local suppliers in Rio de Janeiro. He highlighted the proximity and personalized attention that small and medium-sized companies can provide in contracts.

The company’s procurement scope is broad, ranging from traditional engineering, maintenance, metal fabrication and automation services to essential supplies such as pharmaceutical products, medical materials and healthcare inputs.

Seatrium Brasil, represented by Marina Moreno, Procurement Coordinator, presented the strength of the industrial hubs for shipbuilding and module fabrication in Angra dos Reis, Aracruz and Navegantes.

The executive explained that all quotation and negotiation stages take place through the Paradigma system. She also emphasized that the group conducts qualitative inspections when materials are received and carries out continuous annual assessments based on ISO 37001 anti-bribery certification.

Representing Ocyan, Wellington Souza, Supply Coordinator, detailed the company’s engineering, maintenance, assembly and offshore integrity services provided from its base in Macaé.

Wellington explained that the company prioritizes operational safety and work-at-height integrity. He also noted that new partners must complete a preliminary registration on the official website, accept strict health, safety, environment and quality (HSEQ) and compliance requirements, and subsequently be integrated into the company’s Oracle Cloud system.
