The new composition of the Special Bidding Commission (CEL) of the Permanent Offer of areas for exploration and production of oil and natural gas was published today (3/2) in the Federal Official Gazette. It is up to the members of the Commission to conduct, in its external phase , the bidding procedures related to the Permanent Offer.

 

Institucional

 

The Permanent Offer CEL will be composed of the following effective members: 

- Luciano Ricardo da Silva Lobo, from the Technical Data Superintendence, representative of ANP, who will exercise the presidency of the Commission;

 

- Ana Karolina Muniz Figueredo, Technician in Regulation of Petroleum and Derivatives, Fuel Alcohol and Natural Gas, representative of ANP, who will exercise the vice-presidency of CEL;

 

- Felicíssimo Cardoso Neto, from the Financial and Budget Management Superintendence, representative of ANP;

 

- Clarissa Brandão Kowarski, Professor and Coordinator of the Post-Graduate Program in Constitutional Law at the Faculty of Law of the Universidade Federal Fluminense (UFF) and researcher at the Faculty of Law of the State University of Rio de Janeiro (UERJ), representative of society; and

 

- Adelaide Maria de Souza Antunes, Senior Specialist at INPI - National Institute of Industrial Property, Professor Emeritus at UFRJ and Permanent Professor at the Graduate Program in Chemical and Biochemical Process Technology at the School of Chemistry at the Federal University of Rio de Janeiro.

 

The representative of the Federal Attorney's Office will be Rafael dos Santos Bomfim.

 

The Permanent Offer was not suspended due to the coronavirus pandemic, it is still in progress and has a total of 57 companies registered. See the full list here.

 

The process provides for the continuous offer of fields and blocks returned (or in the process of being returned) and exploratory blocks offered in previous rounds and not completed. In this modality, registered bidders can submit a declaration of interest, accompanied by an offer guarantee, for any blocks or areas on offer. Once one or more declarations of interest have been submitted, and all documentation has been approved, CEL publishes a schedule for carrying out a cycle for presenting offers.
