Magda Chambriard, director general of the National Agency of Petroleum, Gas and Biofuels (ANP), said, on Tuesday (25), during the Rio Oil & Gas, the fourth bidding round for marginal fields and in mature basins should take place in March 2017. They will be offered 13 inactive areas in the basins of Recôncavo, Potiguar and Holy Spirit.

Magda said the idea of the plurality of carriers for these fields is still valid and that recommended to the Ministry of Mines and Energy zero local content for the procurement of goods and services needed for production in marginal onshore and offshore fields. "The National Energy Policy Council has not authorized, but I believe that the fourth round will come with zero local content," he said.

The evaluation of Marcelo Magalhães, the Brazilian Independent Petroleum Producers Association (ABPIP), the adequacy of Repetro for buildings on land is a necessity. "We need to break paradigms in regulatory processes so that marginal fields become more attractive and the investor has less challenges such as changes in legislation, ease of financing and state taxes," said the engineer. The production in mature basins is an opportunity to generate foreign exchange in Bahia and Rio Grande do Norte, which have municipalities of low human development index (HDI) and could benefit from the Participation Fund of the Municipalities (FPM), "he said he who believes that the release of Topaz project is an excellent starting point.

In the offshore panel that dealt with the pre-salt exploration, the superintendent Definition ANP blocks, Eliane Petersohn, he stressed the importance of deepwater and pre-salt, and said that Brazil is one of the best investment options, with great capacity to overcome the production of the Gulf of Mexico.

She said the government has taken steps to address the oil barrel fall, including the renewal of Round Zero contracts, the possible extension of Repetro, improvement of local content policies, changes in operational and contractual requirements, and especially , conducting the 14th Bid Round still in 2017.

It also studies which areas will be part of the auction of unitization areas of the pre-salt. Caracara (BM-S-8), the main active set to be auctioned off, has about two billion barrels of oil, according to estimates of the ANP. The others are of Gato do Mato, Sapinhoá and Tartaruga Verde. The original area of Carcará was discovered by a consortium operated by Petrobras (66%). However, recently sold its stake to the Norwegian Statoil.

The CEO of Total in Brazil, Maxime Rabilloud, in turn, said that Brazil has a high potential for new investments, but must adopt measures to further attractive and competitive. "We want to invest millions of dollars in Brazil. The time is now, "said Rabilloud.

Peak demand

Congressmen in Rio Oil & Gas tried to reach a conclusion on when it will be the peak of oil demand in the world, from the definitions of the last cop21 in Paris. For Tim Boersma, director of Global Markets for Natural Gas at Columbia University, the industry begins today to consider a demand peak that only occur in about 30 years. In contrast, the senior partner at the Boston Consulting Group (BCG), Eric Boudier, states that "we are closer to a peak demand than we think" and that, in general, companies have difficulties in identifying changes in demand trends oil.

According to Harold Skip, vice president of Energy Integrated Wood Mackenzie, the oil demand will continue to grow over the next decade, especially in the emerging countries of the East. "We live in a time of over supply concentrated in the Americas. With this supply and demand division between East and West, in a few years, geopolitics will change, and the trend is that, in future, have to oil supplies in various parts of the world, "he says.
