The ANP will hold tomorrow (10/20), at 2:00 pm, the Environmental and Legal-Fiscal Seminar of the Second Round of Bidding for Excess Volumes of the Transfer of Rights. The event will be online (in Portuguese), broadcast through the ANP channel on YouTube (https://www.youtube.com/user/ANPgovbr).

The Seminar aims to present the environmental aspects, legislation and bidding instruments of the Round, including the general aspects of the invitation to bid and the sharing contract.

The public session for the presentation of bids for the Second Round of Bidding for the Excess Volumes of the Transfer of Rights is scheduled for December 17 and will offer the areas of Sépia and Atapu, located within the limits of the Pre-salt Polygon, in the Santos Basin. The areas will be tendered under the production sharing contracting regime, as established by Federal Law No. 12,351/2010.

What is Transfer of Rights 

In 2010, Petrobras established a regime for direct contracting of specific areas of the Union for the exploration and production of oil and natural gas, the Transfer of Rights. Law No. 12,276/2010 granted the company the right to extract up to five billion barrels of oil equivalent in these non-contracted areas, located in the pre-salt, according to a contract signed between the Union and Petrobras.

In view of the verification of the existence of total volumes of recoverable oil in excess of five billion barrels of oil equivalent, in four oil fields contracted under this contract (Búzios, Atapu, Itapu and Sépia), the National Energy Policy Council (CNPE) authorized the ANP to bid on these excess volumes.

The First Round of Bidding for the Surplus Volumes of the Transfer of Rights took place in 2019, when exploration and production rights were offered for the excess volumes of oil in the four areas, with Búzios and Itapu being auctioned.
