New version of Comprasnet will facilitate participation of MSEs in public purchases

With the support of Sebrae, the portal Comprasnet, the federal government's electronic procurement system, has undergone a modernization process to automate and simplify the procurement processes, as well as electronic auctions. The new version 4.0 should facilitate and expand the participation of small businesses as suppliers of goods and services to the public administration in all spheres of government.

 

The idea is to allow Comprasnet 4.0 to also be expanded to cover the entire process of public contractions, including public procurement planning. Among the improvements already incorporated, we highlight the new dispute room for suppliers of electronic auctions, which since last year has become mandatory for states and municipalities, if they receive funds from the Union.

 

In addition, the platform provided a new contractual enforcement system and incorporated access to information on the annual hiring plans provided by Organs federal agencies. Also this year, a tool was launched that allows 100% digital Preliminary Technical Studies (ETP) to be carried out within the system, which will contribute to the creation of a national database to facilitate the prior technical analysis of bidding processes. .

 

By January 2021, the system should make the demand official document available in digital format, which marks the beginning of the hiring process. Next year, the term of reference and public notice in digital format are also foreseen. Another novelty will be the tool that will also provide a system for acquisitions through bidding waiver.

 

Data from the Ministry of Economy indicate that the participation of small businesses in public procurement is still timid, being 30% in bidding processes and 10% in signed contracts. In the federal sphere alone, per year, the public procurement market is responsible for more than 100 thousand contracts, which generate R $ 50 billion in acquisitions from the federal government.

 

According to Sebrae analyst, Denise Donati, who follows the improvements in the system, the changes will make the platform simpler and more friendly, benefiting micro and small companies that are interested in participating in public purchases. “The new system will bring, in an automated way, the benefits expected for SMEs, in accordance with Complementary Law 123/2006, known as the General Law of Micro and Small Companies. It determines the differentiated treatment of small businesses, including the family farming segment, in the different types of tenders ”, she explained. The legislation provides, for example, exclusivity for small business owners in purchases of up to R $ 80 thousand or reserved quota of up to 25% for goods and services of a divisible nature.
