The City Hall of Niterói, through the Municipal Finance Secretariat (Sefaz), participated in the morning of Thursday (21/11) the signing of the Letter of Intent of the "Naval Technological Defense Cluster of Rio de Janeiro". The initiative was attended by national and international bodies, entities and companies linked to the Naval and Oil & Gas (O&G) Sector. The ceremony took place at the Tamandaré Auditorium of the Naval War School in Urca during the 1st International Seminar on Sea Economy as Development Policy (Rio's Cluster Maritime Day), organized by the Naval Project Management Company (Emgepron).

 

The document focuses on strengthening a governance environment for the naval and oil and gas area around Guanabara Bay, and Niterói was the only municipality in the state to attend the ceremony. The document was signed by the Municipal Undersecretary of Finance, Nylfson Rodrigues Nogueira, who represented the portfolio manager Giovanna Victer and Mayor Rodrigo Neves.

 

This was one of the measures taken by the municipality of Niterói in the interest of promoting the recovery and strengthening of the Maritime Sector, which encompasses the naval, port, O&G and fisheries segments, as set out in its Strategic Business Plan for the Sea Economy, as the creation of jobs, income and revenue, attracting investments, and the revitalization of the city's seafront facing Guanabara Bay.

 

The "Letter of Intent of the Rio de Janeiro Naval Defense Technological Cluster" indicates the intention of the parties to act in a consensual manner, seeking the development of related activities aimed at harnessing the potential of the sea and coastal region, in an orderly and sustainable manner. , always for the benefit of the community, seeking the socio-economic, urban and environmental development of Guanabara Bay by attracting investments and stimulating multiplier effects on the economy, contributing to the generation of work, employment and income, to be formalized by through Agreements / Cooperation Agreements.

 

The naval cluster formation agreement was signed between: 

· Municipality of Niterói (through Sefaz); 

· Defense Ministry; 

· State Secretariat for Economic Development, Energy, and International Relations (Sedeeri); 

· Secretariat of State for Science, Technology and Innovation (Secti); 

· Naval Defense Technological Cluster Association (CTND), founded by the following companies and institutions:

 - Naval Project Management Company (Emgepron); 

- Amazonia Azul Technologies of Defense SA (Amazul); 

- Condor S / A Chemical Industry (Condor); 

- Itaguaí Naval Constructions (ICN); 

- Nuclebrás Heavy Equipment (Nuclep); 

- Brazilian Micro and Small Business Support Service (Sebrae) and; 

- Naval War School (EGN).

 

The "Naval Defense Technological Cluster" is a non-profit association and represents an innovative measure in the region that has been led by Emgepron as an initiative promoting the naval industry, coordinated among the different levels of power, seeking to establish mechanisms of action in network in a coordinated manner.

 

Objective of the seminar 

The objective of the 1st International Seminar on Sea Economy as Development Policy (Rio's Cluster Maritime Day) - which presented national and international cases of successful clusters - was to broaden and spread knowledge about the economic sectors and activities that have the sea economy as their main objective. as well as the potential for the supply chains related to military and merchant shipbuilding and repair.


Other initiatives for the naval sector 

The Niterói Municipal Administration has made numerous efforts to promote the resumption and strengthening of activities related to the Sea Economy, which are foreseen in a Strategic Plan jointly conducted by Sefaz and the Nit-Negócios Investment Attraction Agency.

 

One of the most representative initiatives concerns the São Lourenço Canal Dredging Project, in Conceição Island, which is in the licensing phase and foresees, besides the excavation of the canal, the construction of a bridge. The estimated time for completion and completion of the São Lourenço Canal dredging works is 24 months and the total project budget is approximately R $ 200 million, resulting in changes in local hydrodynamics and improved water quality in the region. , in addition to allowing the circulation of larger vessels, benefiting the port activities and revitalization of the Fishing Terminal, with consequent generation of employment and income during and after the completion of the project.
