Royalties: May Production Revenues for Concession and Transfer-of-Rights Contracts Distributed Yesterday to States and Municipalities

The amount transferred directly to the states totaled R$ 765,947,056.11, while municipalities received R$ 941,876,921.37.

All stages of the National Agency of Petroleum, Natural Gas and Biofuels (ANP)’s royalty distribution process related to May 2025 production—under concession and transfer-of-rights contracts—were concluded yesterday (July 23).

The direct transfer to states amounted to R$ 765,947,056.11, and municipalities received R$ 941,876,921.37. In terms of beneficiaries, payments were made to 972 municipalities and 11 states.

In addition to these federal entities, part of the total calculated by the Agency was allocated to the Federal Government and the Special Fund, in accordance with current legislation.

Detailed royalty figures by beneficiary, including historical data, are available on the Royalties page. Data for the current month are being consolidated and will be published soon on the same page.

Regarding royalties from production-sharing contracts for May 2025, the funds will be made available to beneficiaries as soon as all required operational procedures are completed.

The ANP's Role in Royalty Distribution

The ANP is responsible for calculating, verifying, and distributing royalties to the entitled entities (the Federal Government, States, and Municipalities). Royalties are distributed according to several criteria established by Law No. 7,990/1989 and Decree No. 1/1991 (distribution of the 5% royalty share), as well as Law No. 9,478/1997 and Decree No. 2,705/1998 (distribution of the portion exceeding 5%).

The Agency is committed to full transparency regarding the distribution of resources to beneficiary entities and to carefully executing the complex operational steps involved in nationwide royalty distribution, as defined by applicable legislation.

There is no legally mandated payment date for royalty distributions. Nonetheless, the ANP is committed to ensuring that royalty revenues reach beneficiaries as quickly as possible.

The values of the deposits, along with the respective beneficiaries, can be checked on the Banco do Brasil website. To view Royalty information, select the fund named “ANP – ROYALTIES DA ANP” in the "Fund" field.
